Bug#728995: scotch: gpart binary (interface of gmap) is missing

Dear Maintainer,

 The man of scotch_gmap cite the gpart program as a simplified interface of
gmap. As explained in the man, gpart partition the graph without using a
mapping file. The use of gmap requires to understand the mapping model and
tools of scotch.

 But the gpart binary is not included in the scotch package.
