Bug#726758: saods9: FTBFS with the future tcl/tk-dev 8.6

Dear Ole,

We plan to bump the default Tcl/Tk version in Debian to 8.6 before jessie
release. And this will lead saods9 to FTBFS as it build-depends on tcl-dev and
tk-dev, but actually works with 8.5 only.

I've tried to port it to 8.6 but didn't succeed so far. So, I guess it's more
reasonable just to make the package build-depend on tcl8.5-dev and tk8.5-dev
(and add a few other adjustments). I've prepared a simple patch which does
that.
