Hm works for me in a sid amd64 cowbuilder chroot:

dh build
   dh_testdir
   dh_auto_configure
   dh_auto_build
make[1]: Entering directory `/tmp/buildd/texmaker-4.0.4'
/usr/lib/x86_64-linux-gnu/qt4/bin/uic findwidget.ui -o .ui/ui_findwidget.h


Are you trying this in a chroot or outside?

I'd probably check which qt-packages are installed, and maybe
Lisandro's blogpost can help:
http://perezmeyer.blogspot.co.at/search/label/planetdebian-en
(Not that there should be any changes needed but maybe this helps to
find out what's going on on your machine.)
