Justification: fails to build from source (but built successfully in the past)

3depict failed to build on several architectures where mathgl 2 was not
yet available [1]. Please add an explicit
  Build-Depends: libmgl-dev (>= 2)
to clarify this and avoid such problems e.g. for backports.
