Bug#709165: Update SuperLU package to 4.3

Basically we need someone to drive the transition. That means inform
reverse dependencies that the -dev package has a new name, and verify
that they recompile correctly. Then upload the new package to unstable,
and check that everything goes smoothly. Some NMUs will probably be
needed.

If I have the time I may do it, but since I don't use superlu this is
not high on my priority list. I have already contacted the people in the
Uploaders field about that transition, but they do not answer. So
basically the package needs a new maintainer.
