Bug#740198: arpack: Please update libparpack2.symbols to fix FTBFS on various port architectures

Hi!

There are a few more architectures where arpack fails to build from source
due to an incomplete libparpack2.symbols file [1].

The attached patch should fix the FTBFS for all affected port architectures,
namely hppa, ppc64, sh4, sparc64 and x32.

PS: Please also fix the typo "m86k"->"m68k" in the debian/changelog ;).
