It's hard to fix it reliably and your repack script is not supposed to
do it. Instead, you can use pristine-tar to store your orig tarball in
the git repo in an efficient manner, or just take the file already in
the archive. That's what you're supposed to be doing, just take the same
file instead of re-creating it.

The reject message is quite clear:
"ACL dm: NEW uploads are not allowed"
You, as a DM, are not entitled to upload new (binary) packages, as I
suspected although I was not able to find a clear reference.
