Bug#731965: libptscotch-dev: Please upgrade to Scotch 6

There is a very annoying bug with scotch 6.0.0
that affects mumps 4.10.0:

This should be fixed in the next version according to scotch upstream
which will be released in a near future.

I think we shall wait until 6.0.1 is released to upgrade scotch in
Debian.
