Bug#751081: healpix-cxx testsuite doesn't respect parallel=x build flag

healpix-cxx build log on armel:

DEB_BUILD_OPTIONS=parallel=2

Vector math: not supported by this binary
OpenMP active: max. 4 threads.

After a while the job hanged. Surely the build
should not hang for too many threads, but also
the package needs to follow parallel build flag and
not try to autodetect amount of cores etc.
