Bug#740765: src:petsc: FTBFS on s390x: libscalapack-mpich2 unusable

petsc FTBFS on s390x. This is essentially due to the MPICH2->MPICH3 transition,
which broke scalapack on s390x. See #740620 for more details.

Once scalapack is fixed, a sourceful upload of petsc will be needed which
includes commit a904239.
