Bug#722387: Updating the Ruby packaging policy for your package «libroot-bindings-ruby-dev»

Hi,

 Those RC bugs with Ruby1.8 dependency would be solved by rebuilding with
 current ruby-default as 1.9.1.

 I've tried it and its dependency is set as ruby1.9.1-dev as below

 Of course we should deal with bump up default Ruby version to 2.0, 2.1
 in the future, but anyway now we should eliminate dependency with ruby1.8
 so please consider to push package (or binNMU?).
