Well if it is Cortex-A7, A8, A12, A15 or A17, it has neon.  If it
is A5 or A9 it probably has it unless it is made by nvidia and then it
doesn't.  If it is not a Cortex, then if it marvell it does not have neon,
but if it is apple or qualcomm it seems it does.  At least that's my
experience so far.

Sure would be nice if ARM had NOT made VFP and neon optional components
on the A5 and A9.
