Bug#770290: libblas3: please convert to multiarch

BLAS packages are not so easy to convert to multiarch, due to the
alternatives system that is used to manage the various BLAS
implementations. See #760936 for some discussion about this issue. If
you have suggestions about the right way of converting those packages to
multiarch, they are of course welcome.
