Bug#770379: FTBFS on mips: Build killed with signal TERM after 300 minutes of inactivity

atlas currently FTBFS on mips. This is due to two files missing in the
architectural defaults (pre-computed timings) for mips.

More precisely, GENERIC32/lapack/gcc/atlas_{c,z}GetNB_geqrf.h are missing in
debian/archdef/mips/GENERIC32.tar.bz2. As a consequence, the build system tries
to compute the corresponding timings at build time. This operation takes a lot
of time, causing a timeout.

Note that, even though the problem manifested itself when uploading 3.10.2-5,
it is actually present in previous versions of the package, including 3.10.2-4
currently in testing. Some change in the build dependencies or in the build
environment revealed it.

I'll upload a fix soon.
