Bug#771000: looptools: no documentation

Dear Maintainer,

The package looptools does not contain any documentation.
The binary "lt" has no associated manpage (violation of policy 12.1),
and /usr/share/doc/looptools contain no docs either.

Please, consider installing some documenation; it should be easy, since it is included in the upstream tarball (LT27Guide.pdf).
