Bug#764903: apophenia: FTBFS on mips: doxygen takes too long

The mips build of apophenia failed because doxygen couldn't complete
within five hours:

  make[3]: *** [doc] Terminated
  Makefile:500: recipe for target 'doc' failed
  Build killed with signal TERM after 300 minutes of inactivity

Could you please take a look?  Since there's a dedicated
architecture-all apophenia-doc package anyway, I'd suggest arranging
to build documentation only when covering that package; this change
would also let you move build dependencies such as doxygen and
texlive-* to Build-Dependencies-Indep.
