The idea is to have a package that installs a basic normaliz suite environment:
such an environment may contain scripts and data besides the command line interface itself.
As normaliz is a software in progress, the normaliz package may depends on more package in future.
On the other hand, normaliz-bin will certainly stay the only part on which singular or/and sage will
depend on; sage, which depends on singular, being the main target here.
