double-conversion is a C++ library, and maintaining symbols files is
usually very tedious for C++ libraries (as acknowledged by Debian Policy
in §8.6.4).
Given that the library is small, that may be manageable though. But it's
not clear to me what are the benefits over the shlibs system here; the
library does not change very often and has few reverse dependencies.
