Bug#781196: libgmp-dev recommends libstdc++-4.8-dev

Honestly, I don't see a reason why you recommend a non-default libstdc++-dev
package.  So please either drop it, or make sure to update it. It's apparently
not the first time that we see such a mismatch.  A c++ compiler is part of
build-essential, so maybe just recommend build-essential.
