Package: libecm1
Version: 7.0+ds-1
Severity: important

Both libecm1 and libecm0 have:

Provides: libecm
Conflicts: libecm

So effectively, libecm1 conflicts with libecm0.

But as per Policy §8.1, different versions of the shared library should 
be co-installable, so that you can install the new version of the 
library without breaking binaries that depend on the old version.
