Bug#821299: vmtk: BD insighttoolkit4-dev Uninstallable on most archs previously built

Justification: FTBS but previously did

Insighttoolkit no longer builds for archs except i386 and amd6, therefore the B-D is no longer available.

To get forward with decrufting old packaged (vmtk keeps them from being removed) I filed
#xxxxxx to get vmtk removed on the affected archs ; when the B-Ds are fixed, the buildds will automatically resume).
