Bug#846988: Please migrate to emacs25

Just tested a sid sbuild with the dependency changed to

  emacs25-nox | emacs25 | emacs24

and it appeared to succeed.  Would you have expected it to fail if
emacs25-nox were not a feasible replacement?

(Really hoping to be able to consider removing emacs24 soon.)
