Bug#830424: eficas: FTBFS: dh_listpackages: Compatibility levels before 5 are no longer supported (level 1 requested)

Dear Maintainer,

In Ubuntu, the attached patch was applied to achieve the following:

  * debian/compat: Indicate compatibility level of 10.
  * debian/control: Build-depend on debhelper (>= 10) and dh-python.
  * debian/eficas.install: Remove executable bit.
