Bug#805852: Depending on libjpeg8-dev is wrong

Dear maintainer,

the release team (and security team) wants only one libjpeg
implementation in stable releases. If you are depending on anything else
than libjpeg-dev then you are doing it wrong and it means that your
package won't be part of next stable release (because libjpeg8 nor
libjpeg9 will be part of the stable releases).

Bumping severity to important.
