Heimdal already ships a package (heimdal-multidev) that moves these files into
/usr/include/heimdal. 

heimdal-dev currently merely ships symlinks to these files in /usr/include
for backwards compatibility reasons. I'll see if we can remove the backwards
compatibility symlinks.
