Bug#826659: hfst: FTBFS: twolc test fails or times out

Justification: fails to build from source (but built successfully in the past)

Builds of hfst for many architectures failed because the hfst-twolc
test either hit an inactivity timeout (which is generous enough that
it typically indicates a hang) or explicitly failed (details not
reported or saved, but likely reproducible on a porterbox).

Specifically: I see timeouts on the release architectures arm64,
armel, armhf, powerpc, ppc64el, and s390x, and on the non-release
architecture ppc64.  I see explicit failures on the release
architecture mips and on the non-release architectures hppa, m68k, and
sparc64.

Could you please take a look?
