Could you please elaborate a bit?

Have you tried to get in touch with François Pellegrini, directly or
indirectly?
Have you tried to explain the issue to him and to persuade him that
SCOTCH should be re-licensed (or dual-licensed) under
GPLv2-or-later-compatible terms?
