Bug#861194: opencv: please include contrib modules

There are packages requiring OpenCV's modules that are only present in
contrib.  At the very least libkf5kface requires the 'face' module.
If my tests are correct also gst-plugins-bad1.0 requires a contrib
module (bgsegm, but I'm waiting on the experimental packages to be
installable to file a Debian bug for this).

There is a WIP/prototype for that in the with-contrib branch:

Solving this bug is a prerequisite for the OpenCV 3.x transition.


If I had to comment on that branch, I'd say that:
* instead of doing that fancy work in d/rules it would be better to use
  the features the new d/watch (i.e. uscan) version=4 provides for
  support of multiple upstream tarballs
* for removing non-dfsg files using Files-Excluded in d/copyright would
  feel a lot clearer
