Assuming I'm remembering current policy correctly, if hkl depends on
emacsen-common (>= 2.0.8), and if it has opted-in to the newer
arrangement via /usr/lib/emacsen-common/packages/compat/<package> then
it doesn't have to depend on any Emacs flavor.

Though it won't hurt to depend on "emacs", assuming xemacs is irrelevant
(if not, it should probably be "emacsen").

But all that said, I suspect it's better off depending on emacs25 (if
there is a dependency), since the package might end up being
incompatible with Emacs 26.
