Bug#871713: build-dependency libatlas-dev no longer available

Dear Maintainer,

The package libatlas-dev is no longer built by src:atlas, and linbox
build-depends on it.

libatlas-dev used to ship headers related to ATLAS, while the development
libraries were shipped by libatlas-base-dev. Now everything is shipped by
libatlas-base-dev, and libatlas-dev has been dropped.

Two options are available to you:

- depend on libatlas-base-dev instead of libatlas-dev;

- or completely drop the build-dependency on ATLAS, which is not really needed
  since your package already build-depends on liblapack-dev and seems to work
  with any BLAS/LAPACK implementation (see [1] for more details on BLAS/LAPACK
  in Debian).
