As far as mumps goes, it now (5.1.2-4) builds using mpicc/mpifort which
mitigates the need for mpi-fort.pc (mpifort is constructed to add the
required MPI libraries).  So mumps is no longer directly affected.  

Still makes sense to provide consistent pkg-config files though, I
think.
