I haven't been able to duplicate that behaviour ('not enough slots
available' with more than enough CPUs available) on any real hardware.
I think I must have seen that message on the Ubuntu autopkgtest
runners which are single core cloud instances, not quad core machines
like their buildds, and been confused.
