Justification: fails to build from source

Builds of libgpuarray for the non-release architectures hurd-i386 and
x32 (on both of which cython 0.23.x is the latest available version):

  Exception: cython is too old or not installed (at least 0.25 required)

Please version the build dependency on cython accordingly.
