Note that scalapack 2.0 incorporates blacs, so your compile line would
be

mpif90 -O2 -o mx_pdgemr2d mx_pdgemr2d.f90  -llapack -lblas /usr/lib/x86_64-linux-gnu/libscalapack-openmpi.so.2.0
