mesa-opencl-icd is for devices compatible with amdgpu.

Not really, unless all Debian builders are spec'd with semi-recent AMD
graphics or APUs. I suspect this is not the case.

I am afraid the only solution for testing OpenCL packages in a
hardware-neutral way is pocl.
