because it triggers an useless autoremoval from testing, while the testing version
is completely fine.

this is not RC, because transitions and binNMU requests aren't.
RC would be in case Britney lets it migrate to testing, which isn't the case.
I requested a biNMU request a few seconds ago, so we should be fine with this one
in a few hours/days.
We can't track RC bugs because of a missing NMU, because otherwise the BTW would be full
of uninstallability bugs (useless) and "fixed" packages will be removed from testing
too (look e.g. to haskell and ocaml)
I know this isn't a strong point, this is why I asked on #-release channel for some
advices, feel free to disagree with me, but please followup on #866582
