  /usr/lib/python3/dist-packages/spyder/utils/programs.py:33: in <module>
      username = encoding.to_unicode_from_fs(os.environ.get('USER'))

^ Looks like it assumes that a USER environment variable exists. Is this
a fair assumption to make?
