r-base in testing is 3.3.3-1
r-base in unstable is 3.4.0-1 and is blocked from migration due to #861333

r-cran-sp (and many packages) will need to recompiled for R 3.4.0
I guess this will only take place after the release of Stretch, which
includes R 3.3.3
