The package mostly and debian/copyright state it is licensed under the Apache 2.0
license, but NOTICE contains different license terms, presumably Apache 1.0. It's
unclear how they interact.
The Apache 2 also states that " The contents of the NOTICE file are for informational
purposes only and do not modify the License." - but the NOTICE file containing
different license terms contradicts with that, so I'm not sure if that is even
valid.
