Bug#915272: frog: Please package the latest upstream version

Dear Maintainer,

The current version of frog is around 23 months old and is missing a lot of bug
fixes and enhancements.

It also uses pkg-config to detect icu, as icu-config will be removed from
Debian soon.

Please package the latest upstream version -- 0.15.
