Bug#911830: FTBFS on multiple architectures

Hi,

I took a bash at updating d/rules so that:

* it no longer relies on internal pybuild details that can change over time 

* no longer tries to parallel build and is more robust as a result

It now builds for me on amd64 with both -j1 and -j4 (an improvement on the 
existing situation).

Comments/thoughts/merges welcome
