Even with a transitional package added, you will need

Package: foma
Breaks: foma-bin (<< 1:0)
Replaces: foma-bin (<< 1:0)

since the unpacking order cannot be guaranteed.
The currently existing Breaks+Replaces seem to miss the epoch.
