Bug#890077: lhapdf: Use dh-octave instead of octave-pkg-dev

The octave-pkg-dev has been superseded by dh-octave and will be soon 
deprecated.  The lhapdf package currently depends on octave-pkg-dev, but 
it actually builds correctly without the later one.

In the patch attached to this bug report, the build-dependency on 
octave-pkg-dev is replaced by dh-octave and the command 
dh_octave_substvar is used to get the appropriate dependency on Octave.
