Bug#903689: cod-tools: missing libjson-perl in build-depends

Hi,

I'm 100% sure but when running your testsuite I get 1000s of messages
similar to:

   Can't locate JSON.pm in @INC (you may need to install the JSON module)

libjson-perl is in Depends, so I assume it should also be in
Build-Depends too. (Non-RC severity as it doesn't appear to FTBFS for
that reason.)
