Bug#900565: python-pandas on armhf: installation fails, dependency python-pandas-lib package is missing

Dear Maintainer,

There are no packages python-pandas-lib and python3-pandas-lib for the Architecture armhf (i'm using
armbian stretch on orangepi zero).

I noticed that only these packages have "Architecture: any" set in debian/control , whereas the
other packages build from the same pandas source package have "Architecture: all".
