libfftw3-dev has an explicit arch dependency list on libfftw3-long3,
implying libfftw3-long3 is not available on the other arches.

But libfftw3-long3 is in fact built on unlisted 64 bit arches,
  arm64
  mips64el
  ppc64el
so these should be added to libfftw3-dev's libfftw3-long3 dependency
