Bug#892378: ignition-transport: Include the helper ignition-tools ruby module

Upstream provides a ruby module to be used with the ignition-tools
software for the ignition-transport package. The debian packaging is
not including the helper module so end user can not interact with
it. Please consider the option of include the ruby module.
