Bug#897409: dh-r: dh-update-R removed needed Build-Depends

Hi,

when running dh-update-R on r-bioc-deseq2[1] it removes r-cran-foreign,
r-cran-nnet and r-cran-rcpparmadillo but these are needed Build-Depends.
