Dear Maintainer,

The autopkgtests for xtensor-python fail to link to Python.h when
building, which causes them to fail.  See, for example, [0].  Some brief
investigation suggests that cmake isn't being correctly configured to
perform the linking, even though the headers are available in the
testbed.
