Bug#912773: intel-mkl: Please rebuild to use openmp from llvm-toolchain-7

Dear Maintainer,

As openmprtl is now part of llvm-toolchain, I would like to remove
the openmprtl package from debian.

This package is the only one using it directly.
A simple rebuild should be enough (tm).
